The Arizona Department of Agriculture is pleased to present the Specialty Crop Block Grant Program (SCBGP) Grant Manual. The purpose of this program is to enhance the competitiveness of specialty crops in Arizona. For purposes of the program, specialty crops are defined as fruits and vegetables, tree nuts, dried fruits, and nursery crops (including floriculture). 



Eligible Applicants and Projects
State and/or local organizations, producer associations, academia, community based organizations, and other specialty crops stakeholders are eligible to apply. SCBGP grant funds will be awarded for projects of up to 2 years duration. Examples of projects aimed at enhancing the competitiveness of specialty crops include, but are not limited to: Increasing child and adult nutrition knowledge and consumption of specialty crops; participation of industry representatives at meetings of international standard setting bodies in which the U.S. government participates; improving efficiency and reducing costs of distribution systems; assisting all entities in the specialty crop distribution chains in developing “Good Agricultural Practices”, “Good Handling Practices”, “Good Manufacturing Practices”, and in cost-share arrangements for funding audits of such systems for small farmers, packers and processors; investing in specialty crop research, including organic research to focus on conservation and environmental outcomes; enhancing food safety; developing new and improved seed varieties and specialty crops; pest and disease control; and sustainability. SCBGP funds shall be used for projects that enhance the competitiveness of specialty crops and benefit the specialty crop industry as a whole. Grant funds will not be awarded for projects that directly benefit a particular commercial product or provide a profit to a single organization, institution or individual. Projects must enhance specialty crop industry competitiveness. Applications for grant funds should show how the project potentially impacts and produces measurable outcomes for the specialty crop industry and/or the public rather than a single organization, institution, or individual.

The Arizona Department of Agriculture anticipates that grant monies will be available to successful applicants by late 2023. AZDA may place a per applicant cap on grant awards.

An electronic copy of the proposal and supporting materials (e.g., project support letters from partners) must be submitted to the Chesapeake Bay Implementation Program. All proposals must be completed following the Grant Proposal Format detailed in this RFP. Proposals will not be accepted by facsimile machine submission. Delaware’s Chesapeake Bay Implementation Grant is detailed in a 6-year work plan. It relies on partnerships to help meet local goals. The CBIG is used to help fund water quality-based best management practices (BMP) projects&#x2004;and priorities under the following objectives:

- **Objective 1:** Support coordinated efforts and bring together stakeholders in the Chesapeake Bay Watershed.

- **Objective 2:** Monitor and evaluate progress towards achieving Delaware’s TMDLs and Chesapeake Bay Watershed Agreement.

- **Objective 3:** Accelerate implementation of cost-effective practices and enhance partnerships in the agriculture sector.

- **Objective 4:** Accelerate implementation of cost-effective practices and utilize partnerships in the developed and natural sector.

- **Objective 5:** Investigate and determine toxic contaminant levels within Delaware’s portion of the Chesapeake Bay, and address as appropriate.

Eligible applicants may be public and private entities, including local governments (county, city, or town), conservation districts, tribal authorities, regional development centers, local school systems, colleges and universities, homeowner’s associations, and local nonprofit organizations including those representing local governments, state agencies, federal agencies, watershed groups, and for-profit groups within the State of Delaware’s portion of the Chesapeake Bay Watershed.
Preference is given to projects involving cooperative partnerships.

Eligible proposals are selected for funding by the DNREC Chesapeake Implementation Program through a competitive grant process. Each CBIG project must have a 100% match of the federal grant funds requested. Match may be a combination of cash and in-kind services.
The DNREC Chesapeake Implementation Program administers the grant application process and provides technical and financial guidance during the grant application and project period.
Proposals for funding under the CBIG grant should follow the CBIG Request for Proposals guidelines document.

The CBIG requires a non-federal match component as part of the funding award to any grantee. The CBIG requires a 100% non-federal match in the form of non-federal funds, in-kind services and/or a combination of the two. 
For example, a BMP implementation project requesting $25,000 in CBIG federal funds must have a non-federal match of at least $25,000 in the form of cash funds, in-kind services and/or a combination of both.

Small local farms, which often struggle financially, are more likely to promote biodiversity by planting a wide range of produce and operate using organic practices. By their artisanal approach to agriculture, the freshness of their product and the variety of their offerings, these farmers insure the highest quality food while they add immeasurably to the fabric of their local rural community.



The Frontera Farmer Foundation is committed to promoting small, sustainable Midwestern farms serving the Chicago area, by providing them with capital development grants. By their artisanal approach to agriculture, the freshness of their product and the variety of their offerings, these farmers insure the highest quality food while they add immeasurably to the fabric of their local rural community.

Frontera Farmer Foundation will award grants for capital improvements of up to $15,000 to small and mid-size farmers in Illinois, Indiana, Michigan and Wisconsin that sell their food products to customers in the Chicago area at farmers markets and otherwise. We define “small and midsize” to mean family farms with up to $600,000 in annual gross revenue.
Farmers must have been in business for at least three years and must demonstrate how the grant will improve both their farm’s viability and the availability of locally grown food products in the Chicago area. Farms that have been awarded grants will be eligible every other year, for a maximum of three awards.

Nonprofit farms & farms connected to nonprofit organizations are not eligible for grants.

Each application is reviewed with consideration of the farm’s long-term dedication to sustainable farming, the business’ demonstrated need and financial sustainability, and the expected outcomes of this support. Applicants will also be judged on their past history with the foundation. Additional grants will be approved only after a farm has demonstrated the initial grant had a measurable impact on the farms infrastructure and ability to provide locally grown food to the Chicago area.

Use of Funds
Scholarships can be used to defray the cost of tuition, room and board, books and other academic charges. Payment will be made directly to the student in June 2022. Proof of college and photo of student suitable for publicity is to be submitted by hard copy before check will be issued.
