This project will build climate-smart dairy markets and provide financial incentives for dairy producers to adopt climate-smart manure management practices to reduce methane emissions, leveraging matching funding from non-federal sources. Financial incentives are planned on a per-cow basis to producers to implement vermifiltration, evaporative liquid waste processing systems, subsurface drip fertigation using liquid manure, weeping walls, aerated static compost piles, and others.


On average producers will likely receive incentives that account for 30 to 50 percent of their total costs of CSAF practice adoption, while also receiving a premium for the climate-smart milk. This project plans to utilize partnerships designed to market climate-smart milk for a higher premium and conduct a consumer market messaging analysis to determine the feasibility and effectiveness of approaches to best promote climate-smart milk in multiple market channels.

Seeds for Bees encourages the use of cover crops to increase the density, diversity, and duration of bee forage in California orchards, farms, and vineyards, while improving soil health.  The seed mixes available through Seeds for Bees are designed to bloom at critical times of the year when natural forage is scarce but managed and native bees are active.  Seeds for Bees serves the needs of bees, beekeepers, and growers, increasing sustainability of pollination and agriculture.



To enroll in the SFB program enrollees must:
- Be a farmer or grower of crops in California. 
- Grow honey bee pollinated crops (including seed production), nuts, or fruits. 
- Growers of wind pollinated crops may be considered for enrollment based on additional information provided in grower’s application. 
- Plant a minimum of 2 acres of cover crops. 
- Agree to submit 2 photos per year and complete a short annual survey.

- 1st year Seeds for Bees enrollees are eligible for a $2,500 discount off their total seed purchase. 
- 2nd year enrollees are eligible for a $1,500 discount off their total seed purchase.
- Shipping is free for all orders throughout the enrollee’s participation in Seeds for Bees. Growers located within 50 miles of seed distributor are requested to pick up their seed if possible, so more donations can go directly to growers for free seed. 
- A limited number of new enrollees will be accepted each year based on available funding. 
- Project Apis m. has sole discretion for final enrollment decisions.

The SALC Program supports agricultural land conservation, economic growth, and sustainable development by providing grants for three types of projects:

- **Land Use Planning grants** that support&#x2004;the development of local and regional land use policies and economic development strategies to protect critical agricultural land

- **Agricultural Conservation Acquisition grants** to permanently protect croplands, rangelands, and lands utilized for the cultivation of traditional resources from conversion to non-agricultural uses.​

- **Capacity and Project Development grants** to expand organizational capacity to develop agricultural conservation acquisition projects.

The program invests in agricultural land conservation with revenue from the [California Climat​e ​Inv​estments (CCI) Fund​](http://www.caclimateinvestments.ca.gov/), made available for projects that reduce greenhouse gas emissions while providing additional benefits to California communities. CCI is derived from quarterly cap-and-trade auction proceeds, which are administered by the California Air Resources Board. 

Three types of grants are offered as a part of this program:

- Agricultural Conservation Acquisition Capacity Funding – Grants to develop agricultural conservation easement and fee acquisition projects and/or cover associated costs to help close acquisition projects where the cost of the acquisition is covered by an alternate source of funding.

- Agricultural Conservation Acquisitions – Grants to protect important agricultural lands under threat of conversion to nonagricultural uses through the acquisition of voluntary, permanent agricultural conservation easements (easements) or fee title purchases. - Agricultural Conservation Planning – Grants to develop and implement plans for the protection of agricultural lands under pressure of being converted to non-agricultural uses.

Cities, counties, non-profit organizations, resource conservation districts, regional park or open-space districts, regional park or open-space authorities, and federally recognized California Native American tribe or a nonfederally recognized California Native American tribe that is on the contact list maintained by the Native American Heritage Commission, are eligible to apply.

The Fertilizer Investment & Expansion for Long-term Domestic Supply (FIELDS) Program is intended to expand, or bring into operation new, independent domestic fertilizer production capacity in order to provide&#x2004;agricultural producers with additional domestic fertilizer options and strengthen the U.S. fertilizer supply chain. Program funding supports projects that significantly increase domestic process-manufacturing capacity and fertilizer availability, including expansions or upgrades of existing facilities, construction of new domestic production facilities, shovel-ready projects capable of rapidly increasing domestic supply, and on-site fertilizer terminals and transportation infrastructure that improve supply-chain efficiency. The Commodity Credit Corporation (CCC) is utilizing the services of the Rural Business-Cooperative Service to implement the program.

Private entities must be independently owned and operated.

Eligible applicants must operate within the U.S. and its territories and propose projects physically located within the U.S. and its territories; be domestically owned; process-manufacture (or plan to) in accordance with all federal, state, Tribal and local regulations; and be registered in SAM.gov and maintain registration through the term of an award. Additionally, eligible applicants (including affiliates) must not hold a market share in production greater than or equal to the entity holding the fourth-largest share of that market for any of nitrogen, sulfur, phosphate, potash, or any combination thereof. Multiple applications from affiliated applicant entities are not permitted.

At least $500 million is available; the maximum award amount is $150 million. Eligible uses of funds include: construction of a new facility or purchase of an existing facility to expand capacity or output (including land purchase); pre-development costs (engineering and professional fees); working capital to support expanded capacity (not as the primary use); modernizing or expanding an existing facility; purchasing new or modernizing existing process-manufacturing equipment; customizing and installing equipment/technology that improves processing, worker conditions, or safety; ensuring compliance with packaging/labeling and occupational-safety requirements; and improving fertilizer logistics (distribution, transportation, storage) to benefit producers (not as the primary use). The Hardship Assistance Fund gives $5,000 – $20,000 direct financial disaster assistance grants for hardship related to extreme weather or climate impacts to organic&#x2004;farmers and ranchers.

CCOF has partnered with the California Department of Food and Agriculture (CDFA) to administer extreme weather and climate impact grants through the CUSP.

Hardship Assistance Fund applicant requirements:
- Be a certified organic operation with a valid organic certificate from any third-party USDA-accredited certifier (CDFA registration alone is not sufficient).*
- Be a small or medium scale California agricultural producer, defined by this program as any farmer making up to $400,000 or dairy operation making up to $1,000,000 in annual gross sales.
- Must be an organic farming or ranching business in California.*
- Submit a complete and detailed description of hardship endured.
- Submit supporting financial documentation of economic loss (Ex: Profit and Loss Statements).
- Grant funds cannot be used for organic certification fees.
- Submit receipts and/or verification of loss.
- Submit a final progress report six months after grant is awarded (for grant recipients only).

Timeline and Details:
- Applications must be completed online.
- Applications periods are on a quarterly basis. Granting rounds open the first Monday and close the last Friday of each quarter: January 5 – March 27, 2026; April 6 – June 26, 2026; July 6 – September 25, 2026; October 5 – December 11, 2026. Awards are granted the following quarter.
- Only fully complete applications are reviewed.
- Once applications are initiated, they should be completed by the quarterly deadline.
- Funds are provided as direct assistance.
- Grant amounts range from $5,000 – $20,000.

Examples of covered expenses can include but are not limited to: infrastructure damage/loss; equipment damage/loss; expenses associated with soil erosion/mud or water damage and/or clean-up/debris removal; purchase or rental of flood control equipment; replacement of livestock feed, fertilizer, or other farm inputs or soil inputs (including compost and cover crop); livestock mortality/beehive loss/livestock veterinary expenses or transportation/moving costs; water/soil testing; replacement of crops (trees, nursery stock, perennial plant losses) or payments to services for tree removal or replacement; crop loss/replacement for annual vegetable production, perennial crops, and cover crops due to extreme weather (flooding, extreme heat/sunburn, wildfire); labor; and land tenure.
