**Renewable Energy Systems and Energy Efficiency Improvements**


The&#x2004;program provides guaranteed loan financing and grant funding to agricultural producers and rural small businesses for renewable energy systems or to make energy efficiency improvements. Agricultural producers may also apply for new energy efficient equipment and new system loans for agricultural production and processing.


**How may the funds be used?**

Funds may be used for renewable energy systems, such as:

- Biomass (for example: biodiesel and ethanol, anaerobic digesters, and solid fuels).

- Geothermal for electric generation or direct use.

- Hydropower below 30 megawatts.

- Hydrogen.

- Small and large wind generation.

- Small and large solar generation.

- Ocean (tidal, current, thermal) generation.

Funds may also be used for the purchase, installation and construction of energy efficiency improvements, such as:

- High efficiency heating, ventilation and air conditioning systems (HVAC).

- Insulation.

- Lighting.

- Cooling or refrigeration units.

- Doors and windows.

- Electric, solar or gravity pumps for sprinkler pivots.

- Switching from a diesel to electric irrigation motor.

What are the borrowing restrictions for loan guarantees? 
- Individual borrowers must be citizens of the United States or reside in the U.S. after being legally admitted for permanent residence.
- Private-entity borrowers must demonstrate that loan funds will remain in the U.S.

What is an eligible area?
- Businesses must be in located in rural areas with populations of 50,000 residents or less. 
- Check eligible business addresses.
- Agricultural producers may be in rural or non-rural areas.

What funding is available?
- Loan guarantees on loans up to 75 percent of total eligible project costs.
- Grants for up to 50 percent of total eligible project costs.
- Combined grant and loan guarantee funding up to 75% of total eligible project costs.

What is the maximum amount of a loan guarantee?
The loan guarantee percentage is published annually in a Federal Register notice. 

What are the loan guarantee terms?
The lender, with Agency concurrence, will establish and justify the guaranteed loan term based on the use of guaranteed loan funds, the useful economic life of the assets being financed and those used as collateral, and the borrower's repayment ability. The loan term will not exceed 40 years.

What are the interest rates for the loan guarantee?
- Interest rates are negotiated between the lender and borrower.
- Rates may be fixed or variable.
- Variable interest rates may not be adjusted more often than quarterly.

What are the applicable fees for the loan guarantee?
- There is an initial guarantee fee, currently 1 percent of the guaranteed amount.
- There is a guarantee retention fee, currently 0.25 percent of the outstanding principal balance, paid annually.
- Reasonable and customary fees for loan origination are negotiated between the borrower and lender.

What are the underwriting requirements for the loan guarantee?
- The lender will conduct a credit evaluation using credit documentation procedures and underwriting processes that are consistent with generally accepted prudent lending practices and also consistent with the lender's own policies, procedures and lending practices.
- The lender's evaluation must address any financial or other credit weaknesses of the borrower and project and discuss risk mitigation requirements.
- The lender must analyze all credit factors to determine that the credit factors and guaranteed loan terms and conditions ensure guaranteed loan repayment.
- Credit factors to be analyzed include but are not limited to character, capacity, capital, collateral, and conditions.  

What are the grant terms?
Renewable Energy System Grants:
- $10,000 minimum
- $500,000 maximum

Energy Efficiency Grants:
- $6,000 minimum
- $250,000 maximum

Are there additional requirements?
- Applicants must provide at least 75 percent of the project cost if applying for a grant only.
- Applicants must provide at least 25 percent of the project cost if applying for loan.
- All projects must have technical merit and utilize commercially available technology. 
- Energy efficiency projects require an energy audit or assessment.

FY2024 Grant Applications are open now. Applications must be received by the Vermont Agency of Agriculture, Food and Markets by November 11, 2023.

Resources for CEAP Grant Recipients:
CEAP grant agreements have an agreement length of 5 years, during which period you are expected to maintain and continue using the equipment as described in your initial application. AAFM program staff will visit your farm 1-2 times during this period to check on your equipment.
CEAP recipients are further required to report equipment usage for the first three (3) years of the grant.
This reporting requirement exists so we can document the phosphorus reductions farmers are achieving with the purchased equipment and to demonstrate how CEAP is working to get conservation on the ground. In addition, CEAP is a competitive grant program and a major aspect of the ranking and review of your applications is the scale of conservation that you committed to your application. Since recipients were selected to receive funds in part of based on the expected conservation value of your equipment being used on the acres you committed to, the program requires recipients to meet those commitments for each year of reporting. 
Annual Usage Reports cover a Calendar Year and must be submitted annually by January 15th to the Contact listed below, accompanied by all relevant corresponding maps. If an explanation or justification is needed, please submit that in written form alongside your report and maps.

Financial assistance is available for new or used innovative equipment that will aid in the reduction of surface runoff of agricultural wastes to state waters, improve water quality of state waters, reduce odors from manure application, separate phosphorus from manure, mitigate greenhouse gases, and reduce costs to farmers when they apply manure.

Eligible Equipment Categories:
- Precision Agriculture – to accurately and digitally observe, monitor and respond to field variability and improve nutrient management planning.

- Waste Management – to improve waste and nutrient management, nutrient application efficiency and methods.
- Feed Management – to reduce impacts from silage leachate and reduce feed imports.
Eligible equipment and corresponding funding caps or cost share rates can change based on funding availability and other factors, please refer to the most current Program Details for more information on eligible equipment.

Ineligible Equipment: The following types of equipment are not eligible* to receive CEAP funds:
- Frac Tanks, Manure Tankers or Manure Pumps
- Solid Manure Spreaders or Broadcast Manure Spreaders
- Tractors

Our Beginner Farmer Training Program (BFTP) offers a 12-month immersive training experience that combines a comprehensive classroom curriculum with hands-on learning at some of the region’s leading sustainable farms. Beginning in January, mentors and mentees work together to set goals for the mentorship year and build a communication system tailored for their individual needs and preferences.

Unlike many internship programs, the mentored farmer is not required to help on the mentor’s farm. Instead, the mentor visits the mentored farmer at least once during the year and is available to communicate and answer questions via phone and email.

Both mentor and mentee receive complimentary registration for two years of the Marbleseed Organic Farming Conference, the country’s premier education and networking event about organic agriculture. The pairs begin planning at one conference and wrap up their formal relationship at the following year's conference.

The pair also receives updates throughout the year regarding other organic educational opportunities, such as field days and workshops.

Mentored Farmers
Applicants must have been operating their farm business for at least one year prior to application date. We have found that farmers at this stage have more experience with basic farming issues and know where they need guidance. 
Mentors
The Marbleseed team matches experienced farmer mentors with a mentee, paired by specialty and proximity to each other’s farms. Mentors receive a stipend for sharing their time and knowledge with a mentee. Additional requirements are listed on the application form.

- The maximum limit on grant fund requests is $100,000. The total allotment for funding is approximately $1.74 million.
- Applicants must provide a minimum 30% match.
- This grant is a cost reimbursement program. Grantees are responsible for costs until proper reports/invoices/receipts are received and reviewed. Grantees are required to show proof of payment. 
- Grantees will be eligible for reimbursement up to three (3) times, at specified dates, during the 18-month grant cycle, with the final reimbursement provided at the completion of the project. 
- Each grantee will be required to submit written reports and appropriate financial documentation to MDARD for payment. Grantees may also be required to report on the outcomes and impact of their grant for a period of time (up to three years) after the grant period ends.

Many projects are interdisciplinary and/or multi-institutional, involving a broad range of agricultural interests. Project coordinators in the past have explored sustainable agriculture under the following topics:

NCR-SARE recognizes that some research/extension systems work is complex and requires a collaborative, interdisciplinary approach that takes many years to complete. To be effective, these projects are likely to exceed the time limits of North Central SARE’s normal one-to-three year funding cycle. Projects that apply under the long-term (more than 3 years) option in the preproposal will be asked to briefly describe why this is a longer-term project and the estimated duration of the project. The justification might include the complexity of the set-up of the project or relationship building; the ecosystem processes at play; or need for longer-term data collection/analysis. 

Preproposals must address issues of sustainable agriculture of current and potential importance to the North Central Region. NCR-SARE is interested in projects that lead to resilient agricultural systems. 

Successful projects should contribute to the following NCR-SARE broad-based outcomes:
- Improving the profitability of farmers/ranchers and associated agricultural businesses,
- Sustaining and improving the environmental quality and natural resource base on which agriculture depends, and
- Enhancing the quality of life for farmers/ranchers, communities, and society as a whole. 

Preproposals should clearly explain:

**The Brighter Future Fund’s New England Regenerative Livestock Farming** **Grants** (formerly the Western New England Regenerative Livestock Farming Grant) provide funds to livestock farmers in select counties in Vermont, New Hampshire, Massachusetts and Connecticut for the adoption of regenerative agriculture practices. The funds are intended to support field-based conservation practice projects that improve soil health, water quality, and pollinator habitat. Applicants can request **up&#x2004;to $10,000** under this funding opportunity. This grant will only fund existing livestock operations and is not able to fund start-up livestock operations. Grants are reimbursement-based
This program issues payment to awardees as a reimbursement. If awarded, grantees will only receive payment after submitting proof of purchase/payment for services. AFT can also pay vendors directly for approved items/services on behalf of the grantee upon receipt of invoice from the vendor. 
Through AFT's partnership with Farm Credit East’s FarmStart program, NEFMP awardees who face challenges in pre-paying for grant-supported projects may be eligible to receive a low-interest advance. Reach out to AFT staff for more information. 
Grantees have one year to implement their projects from the date of award.
