Missouri Section 319 Nonpoint Source Subgrants

Missouri DNR passes federal Clean Water Act Section 319 money to local sponsors, such as soil and water conservation districts, local governments, nonprofits and universities, for watershed projects that install nonpoint-source pollution controls under an EPA-accepted watershed-based plan. Individual farmers cannot apply; you benefit when your SWCD or watershed group wins a subgrant and cost-shares practices on your land. Subgrants run $50,000 to $400,000 with a 60/40 federal/non-federal match, and the department is accepting applications through December 31, 2026.

• 'Eligible applicants include cities, municipal and county governments, state agencies, non-profit 501(c)(3) organizations, higher education institutions, soil and water conservation districts and Missouri Regional Planning Commissions and Councils of Government.'

• 'Private individuals are not eligible.'

• Implementation projects must follow a department- and EPA-accepted 9-element watershed based plan and show strong partnerships, a monitoring or modeling component, load-reduction tracking, and administrative costs of no more than 10%.

• Not eligible: research, NPDES permit obligations, land purchase.

60/40 federal/non-federal match (cash or in-kind), kept on a semiannual basis. Projects run up to three years. Selection is competitive, with priority for prioritized watersheds and underserved communities. Funding restrictions apply if milestones slip.

Published amounts: 'Under this request for proposals, eligible projects may receive $50,000 to $400,000 in funding.' 'The project sponsor is required to provide match to the federal grant amount in a 60/40 (federal/non-federal) match ratio.' Projects last up to three years.

Submit through the department's Funding Opportunities Portal (https://dnr.mo.gov/financial-assistance-opportunities/funding-portal).
