The Oregon (ODA) application is not currently posted; ODA anticipates opening the 2025 reimbursement period with the 2026 program in summer 2026, and directs interested applicants to sign up for updates. Reimbursements are first-come, first-served, and all applicants must submit a W-9. Producers may alternatively apply through their local USDA FSA Service Center (federal deadline December 31, 2026 for the 2025 and 2026 program years); the same scope cannot be reimbursed through both the state and FSA.

Oregon Department of Agriculture (general)

The Organic Certification Cost Share Program (OCCSP) provides cost-share assistance to Oregon producers and handlers obtaining or renewing certification under the USDA National Organic Program. Certified operations may receive up to 75% of their certification costs, not to exceed $750 per certification scope. Nationally funded at $8 million annually through 2031; Oregon administers a state delivery channel alongside the federal FSA route.

Any certified organic producer or handler in Oregon who has paid organic certification fees to a USDA-accredited certifying agent. Up to $750 per certification category (crops, wild crops, livestock, processing/handling, and state organic program fees); scopes must be listed on the operation's organic certificate. Eligible costs include application/administrative fees, inspection fees, USDA certification costs, state organic program fees, and postage.

A payment that requires some percentage of matching contributions by the recipient.

Award size. ODA publishes a suggested per-project range rather than a hard cap: "A range of $50,000 - $250,000 per project is suggested."

Match. None required, but it counts: "Though matching funds are not a requirement of the program; match is strongly encouraged to show the importance and value of the project and to show sustainability beyond SCBGP funds." Cash and in-kind both qualify.

How you get paid. Reimbursement only — "This is a reimbursement only program reimbursements are submitted through the SCBGP Coordinator for audit of allowable costs and prior approval of payments." You may only claim costs in the project budget ODA last approved, submitted through ODA's Reimbursement Expenditure Request for Funds workbook.

What is not payable. "Indirect costs are unallowable under Oregon's grant program" — including administrative and clerical salaries in most cases. Also excluded: fixed assets and personal property, any expenditure incurred before award, and administrative/indirect costs generally.

Term. "Projects must be completed within 2.5 years after project is given its initiation date"; funds cannot be spent before ODA issues that initiation date. Extensions are "awarded for very limited circumstances" and ODA must be notified at least 60 days before the project end date.

Strings attached. The project must benefit more than one organization or individual — "Grant funds will not be awarded for projects that solely provide a profit to a single organization, institution, or individual."

This is a non-competitive, invitation-only process: ODA identifies new SIA locations ahead of each biennium and invites the associated Soil and Water Conservation District to apply; there is no general public application window (the source page lists both Opens and Closes as TBD, offered every fall for newly identified SIAs). Invited applicants apply online through OWEB's Online Grant Management System (OGMS): obtain a login by emailing OWEB's Fiscal Staff with organization name/address and grantee/payee contact details plus FEIN (organizations must also be registered in SAM.gov), then log in and select the "Strategic Implementation Area" application, using the application template and info ('i') button guidance provided in the system. Separate monitoring funding can be requested at any time of year via a monitoring proposal submitted once the TA grant is in place with OWEB. For questions, contact Audrey Hatch, Conservation Outcomes Coordinator, at 971-345-7002.

OWEB Grants (general)

Strategic Implementation Areas (SIAs) are agricultural areas in small watersheds strategically selected for their connection to local water quality. This grant supports engagement, technical assistance, planning, design, and monitoring located within SIA locations. ODA generally identifies SIA locations ahead of each biennium and invites targeted local partners to apply. OWEB and ODA staff collaborate to provide OWEB funding to SIAs through OWEB's grant system.

Non-competitive, invitation-only application process: Soil and Water Conservation Districts associated with ODA-identified SIAs. The applicant must be invited through ODA.

Match requirement: 5%. Monitoring funding is available by submitting a monitoring proposal after the TA grant is in place with OWEB; monitoring proposals may be submitted throughout the year. Offered every fall for new SIAs identified by ODA.

For the 2025-27 biennium, applications opened January 8, 2025 and closed March 5, 2025 at 11:59 pm — that window is now closed. Grants were reviewed March 6-May 1, 2025, with grant-ranking announced May 8, 2025; approved projects run July 1, 2025-June 30, 2027 (interim check-in Aug 12, 2026; draft completion report due June 15, 2027; final completion report due Aug 12, 2027). Applications are submitted online through ODA's AgWQ Support Grant portal with a complete application, budget form, Racial and Ethnic Impact Statement, liability insurance information, and FEIN/nonprofit tax ID attached. Direct questions on the application or proposal development to Amanda Robinson at amanda.robinson@oda.oregon.gov or 503-551-8448.

Fertilizer Program contact

The Oregon Department of Agriculture's Fertilizer Research Program funds field-level research into how fertilizers, agricultural minerals, and agricultural amendments interact with ground or surface water. The program awards grants annually through a competitive Request for Proposals (RFP) that is circulated on the first Monday of March and stays open for a 90-day window; ODA expects to distribute up to $70,000 per year. Since 1990 the program has funded more than $1.9 million across 90-plus projects statewide. Funding comes from inspection fees on fertilizer, agricultural mineral, and agricultural amendment product sales (ORS 633.465), not from general tax revenue.

Persons, public and private organizations, educational institutions, governmental agencies, political subdivisions of the state, tribes, conservation districts, and local Groundwater Management Area committees are encouraged to apply. Projects must be conducted within Oregon (with a limited exception for hydrologically connected adjoining areas) and must further the understanding of how fertilizers, agricultural amendments, agricultural minerals, or lime products interact with the protection of ground or surface water quality; results must be transferable to industry advisors, consultants, and end users of these products.

ODA expects to distribute up to $70,000 per year (single- or multi-year projects may be proposed, but cash awards are made annually subject to availability of fertilizer research funds). Administrative/indirect costs may not exceed 10% of the grant. Non-expendable equipment or other capital assets generally are not funded without significant justification. Funding is not allocated until a contract is fully executed; multi-year projects must meet benchmarks before funds are released for successive years.

ODA runs the grant through a periodic Request for Applications (RFA) process rather than a standing open application. When a funding round opens, ODA posts an application form (English and Spanish), program guidelines, and a review sheet on the program's website, plus a timeline covering the RFA opening, an informational webinar, the application deadline, award announcements, and the spending deadline. As of this review (September 2026), the program page still displays the RFA materials and dates for the closed 2023-2025 grant cycle (deadline extended to 5pm Thursday, January 18, 2024); no specific application window has yet been posted for the current 2025-2027 biennium's $10 million appropriation under SB 363. Prospective applicants should watch the ODA Meat Processing Grant page for the next RFA announcement or contact ODA directly (see contacts).

ODA Meat Initiative

Meat Initiative program email list

The Oregon Department of Agriculture administers a grant program to improve the infrastructure and operating capacity of Oregon meat processors, funding upgrades to and construction of establishments that operate under a program of state or federal meat inspection. The Oregon Legislature appropriated $10,000,000 for the 2025-2027 biennium under Senate Bill 363, extending the grant program (originally established by HB 2785) through January 2, 2028.

Registered meat processors in Oregon: official federal establishments under continuous USDA Food Safety and Inspection Service (FSIS) inspection, or establishments planning to operate under the State of Oregon Meat Inspection Program, processing animals raised in Oregon.

Per OAR 603 division 8: grant funds of up to $750,000 per application; all grant funds must be distributed by June 30 of the biennium in which the grant was awarded. Preference given to establishments prioritizing seasonally feasible processing of animals raised in Oregon. NOTE: ODA's program page still displays the closed 2023-2025 application cycle (deadline Jan 18, 2024); the current 2025-2027 cycle's specific RFA dates are not yet published as of this writing.
