Oregon Strategic Implementation Area (SIA) Restoration Grant

Supports restoration projects within Strategic Implementation Area (SIA) geographies that address ecological and agricultural water quality issues identified through the SIA assessment process. Applications are reviewed by an interagency team from OWEB, ODA, the Oregon Department of Environmental Quality (DEQ), and the Oregon Department of Fish and Wildlife (ODFW).

SIA Lead organizations who received an OWEB SIA TA grant from 2017 through the present. Other organizations can apply if the SIA Lead organization emails OWEB and ODA granting permission for the other entity to apply.

Match requirement: 25%. Offered annually. 2026 cycle opened 8:00 am February 4, 2026 and closed 5:00 pm (PT) March 12, 2026.

Apply online through OWEB's Online Grant Management System (OGMS). First-time applicant organizations must obtain an OGMS login (only one per organization) by emailing OWEB's Fiscal Staff with the organization's name/address, grantee and payee contact information (name, title, email, phone), and FEIN; OWEB confirms the entity in the IRS system and, per federal guidance, all OWEB grantees must also be registered in the System for Award Management (SAM.gov, which assigns a Unique Entity Identifier and must be renewed annually). Once logged in, applicants select the "SIA Restoration" application; an application template is in the top navigation bar and guidance is provided through the application's info ('i') buttons. The 2026 cycle opened 8:00 am February 4, 2026 and closed 5:00 pm (PT) March 12, 2026, since this grant is offered annually; OWEB and ODA hosted and recorded an informational webinar ahead of that cycle.
