Oregon Organic Cost Share Reimbursement Program (OCCSP)

The Organic Certification Cost Share Program (OCCSP) provides cost-share assistance to Oregon producers and handlers obtaining or renewing certification under the USDA National Organic Program. Certified operations may receive up to 75% of their certification costs, not to exceed $750 per certification scope. Nationally funded at $8 million annually through 2031; Oregon administers a state delivery channel alongside the federal FSA route.

Any certified organic producer or handler in Oregon who has paid organic certification fees to a USDA-accredited certifying agent. Up to $750 per certification category (crops, wild crops, livestock, processing/handling, and state organic program fees); scopes must be listed on the operation's organic certificate. Eligible costs include application/administrative fees, inspection fees, USDA certification costs, state organic program fees, and postage.

The Oregon (ODA) application is not currently posted; ODA anticipates opening the 2025 reimbursement period with the 2026 program in summer 2026, and directs interested applicants to sign up for updates. Reimbursements are first-come, first-served, and all applicants must submit a W-9. Producers may alternatively apply through their local USDA FSA Service Center (federal deadline December 31, 2026 for the 2025 and 2026 program years); the same scope cannot be reimbursed through both the state and FSA.
