It is administered by the Department of Agriculture in conjunction with the Department of Economic and Community Development.

The AEF awards grants to starting or expanding agricultural, food, and forestry businesses; nonprofits, local governments, and other entities in Tennessee, or those whose project will be located in Tennessee. The program focuses on value-added&#x2004;and processing projects that benefit other producers or forest landowners. Applicant Requirements
- Applicants must be a Tennessee entity (i.e. agriculture, food, or forestry business, farmer, local government, or nonprofit in Tennessee) or have a project based in Tennessee.
- Applicants must demonstrate that their project will increase farm income for local farmers, enhance access to agricultural markets, increase capacity of their business, or contribute to the agriculture industry through innovation.
- Applicants must be making an investment into the project. AEF funds may not be more than 25% of the project’s total budget.
- Applicants must submit project updates to measure impact of the grant on the applicant as well as the local economy, and agree to work with the Department of Agriculture to track success of the project.
- Applicants may not submit proposals that will result in relocation of a facility from one place in Tennessee to another.
- Applicants must purchase at least 25% of any agricultural inputs from Tennessee producers. This requirement may be relaxed when compliance would be impracticable – i.e. in times of drought, disease, etc.
Project Requirements
Projects funded by the Agricultural Enterprise Fund must match the description of at least one of the following four categories. Many projects will potentially match the description of more than one category and applicants should indicate so on their application.
- Increase in Farm Income - This category includes projects that will increase farm income by offering farmers higher commodity prices than other markets, processing value-added products for farmers, or allowing a single farmer to add value to their own farm products.
- Increased Access to Markets - This category includes projects that will create or expand a market for Tennessee farmers or forest landowners, including reducing miles that farmers must transport their products to market or creating a new market entirely. 
- Increased Capacity - This category includes projects that will expand the capacity of an existing agricultural, food, or forestry business, including their production or processing capacity or the number of employees.
- Agricultural Innovation - This category is appropriate for entrepreneurs who wish to market a new technological innovation with the potential to impact Tennessee agriculture or the forestry industry by creating efficiencies in production, reducing costs, etc.

Due to limited funding, projects usually will not receive more than $499,999 in AEF support. Applicants will not be awarded more than 25% of their project budget. Businesses may apply for AEF funding over multiple rounds but will not be eligible for AEF funding if they receive a total of $1 million from the program.

The Indigenous Animals Harvesting and Meat Processing Grant Program (IAG) is designed to support the priorities of Tribal Nations in meeting the needs of traditional&#x2004;harvesting methods and indigenous animals. This project intends to fund projects which invest in Tribal Nations’ supply chain resiliency, indigenous animals, restoring local indigenous food systems, and indigenous processing methods, and expanding local capacity for the harvesting, processing, manufacturing, storing, transporting, wholesaling, or distribution (communal or commercial) of meat, poultry, seafood, and other animals that provide culturally appropriate food and food security to tribal communities. The primary purpose of all projects must be to expand or enhance indigenous animals and meat processing capacity in Indian Country.

Grant applications may propose activities related to:
- Amenable species, including Siluriformes, that fall within the regulatory jurisdiction of the USDA Food Safety and Inspection Service.
- Non-amenable species, including but not limited to bison, reindeer, game meat, etc. Seafood processing, including wild-caught fish, and other ‘exotic’ species that may fall under the jurisdiction of the U.S. Food and Drug Administration, of the U.S. Department of Health and Human Services. Additionally, Applicants will follow applicable Tribal, local, state or federal laws and regulations for harvesting, hunting and gathering of indigenous animals.

The Meat and Poultry Processing Expansion Program (MPPEP) provides grants to help eligible processors expand their capacity. USDA Rural Development designed the MPPEP to encourage competition and sustainable growth in the U.S. meat processing sector, and to help improve supply chain resiliency.



Eligible applicants for MPPEP-4 include entities that are currently engaged in the Primary Processing of cattle for commercial markets or toll process and have been in business for at least one year. Eligible applicants include For-Profit Organizations, Nonprofit Organizations, Producer-owned cooperatives, Tribes, and Tribal Entities. Privately-owned entities must be Independently Owned and Operated, and all applicants must be Domestically Owned. Additionally, an applicant's Facility must be physically located and operating in a State.

Eligible applicants must be currently operating under a FSIS grant of inspection, grant of inspection under a Cooperative Interstate Shipment Program, or a State Meat and Poultry inspection program with standards at least equal to Federal inspection.

Applicants must meet the definition of a Very Small Processor, a Small Processor, or an Intermediate Processor. Applicants that are nationally dominant in beef, pork, chicken, or turkey processing are ineligible; for the purpose of this NOFO, nationally dominant is characterized as holding a market share greater than or equal to the entity that holds the fourth largest share of the market for beef, pork, chicken, or turkey processing.

Ineligible applicants include entities that have an active Federal Award through MPPEP Phase 1, MPPEP Phase 2, MPPEP Phase 3, USDA Agricultural Marketing Service (AMS) Local Meat Capacity Grants program, or USDA AMS Meat and Poultry Inspection Readiness Grant program. An active award means that the Period of Performance has not ended.

Cost share is required. Applicants will be required to identify sources and amounts that will make up the required cost share in the application and will need to verify cost share funding prior to final award approval.

Grant funding in the amount of $60 million is available under this Program. Funding will be divided equally into two separate competitions: one for Very Small Processors and Small Processors, and one for Intermediate Processors. Each competition will have its own ranking and award process.

Two types of applications for each of the funding competitions will be accepted:

1. Processing Expansion Projects. Awards will range from $50,000 to $2 million to support a range of activities to increase and diversify processing capacity of American Meat and Poultry, including Equipment-only purchases over $250,000, and necessary improvements, upgrades, renovations or retrofits to an existing Facility needed to install the Equipment. A match requirement of 50 percent of the Project Cost is required for Processing Expansion Projects.

1. Simplified Equipment-Only Projects. Awards will range from $10,000 to $250,000 for projects that only request the cost of Equipment and do not include renovation, labor, installation, or certification costs. A match requirement of 25 percent of the Project Cost is required for Simplified Equipment-Only Projects.

The AGRI Meat, Poultry, Egg, and Milk Processing Grant offers designated grants to facilitate the start-up, modernization, or expansion of meat, poultry, egg, and milk processing businesses. The intent of the program is to increase sales of Minnesota-raised livestock products by investing in equipment and physical improvements that support processing, capacity, market diversification, and market access.



Individuals, farmers, businesses, agricultural cooperatives, non-profits, educational institutions, local governments, and Tribal Governments are eligible to apply.
You must explain how your project will increase the sales of Minnesota-raised livestock products and/or increase market access. This program aims to fund projects that impact many farmers.
MDA will prioritize projects that create additional meat/poultry slaughter capacity in addition to projects that increase access to Kosher/Halal markets.

MDA expect to award up to $1.4 million in Fiscal Year 2023. The minimum award is $1,000 and the maximum award is $150,000.
This grant requires a cash match. For the match:
- You are responsible for 50% of the first $50,000 to receive up to a $25,000 reimbursement.
- For costs after the first $50,000, you are responsible for 75% of the total remaining cost to receive 25% reimbursement, up to a maximum grant award of $150,000.
