The Utah Grazing&#x2004;Improvement Program seeks to improve the productivity, health, and sustainability of Utah rangelands and watersheds. It’s believed that well planned and managed livestock grazing is the most important landscape-scale tool for maintaining healthy rangelands, watersheds, and wildlife habitats. Healthy rangelands contribute to a healthy livestock industry and productive rural economies. The goals are to strengthen Utah’s livestock industry, improve rural economies, and to enhance the environment. The program includes three grants:

**Utah Grazing Improvement Program Grant**

- Applications are open annually through January 1. 

- The Utah Grazing Improvement Program (GIP) provides cost-share grants to rangers for rangeland improvements. Eligible projects include any restoration work that will improve rangeland health, productivity and management. In order for proposals to be competitive, a recommended maximum request is $100,000. 

- Project examples: elimination of invasive species, reseeding, livestock water development and improvements, fencing, grazing management planning, and any other projects that improve watershed and rangeland health and productivity. 


**UGIP Predatory Animal Control Grant**

- 2022 Application window open through June 17, 2022. 

- This grant is open to eligible livestock producers who have suffered predation losses and provides reimbursement for up to 50% of the cost of the contracted amount for practices used to stop or reduce predation. A total of $150,000 is available.


**UGIP Small Livestock Producers Grant**

- 2022 Application window open through June 17, 2022

- This grant is open to small livestock producers (50 animal units or less) for projects that will improve grazing management on federal, state, or private land. A total of $100,000 is available with an award maximum of up to $10,000.

Individual livestock producers apply — this is a producer cost-share program, not a partner-only fund. The umbrella test, verbatim: "Grants are available to livestock producers operating in the State that graze cattle, sheep, goats, and horses."

So three things must be true before anything else: you graze livestock (cattle, sheep, goats or horses), you operate in Utah, and your project improves rangeland — "project examples include water developments, fencing, and vegetation treatments."

The three tracks then have their own published eligibility:

1. Utah Grazing Improvement Program Grant — "Eligibility: livestock operations." Maximum request $200,000. Deadline December 31. No herd-size floor or ceiling is published for this track.

1. Small Livestock Operation Grant — the only track with a hard size test, and it cuts both ways: "Eligibility: 20 to 75 animal units (minimum: 20 cows, 100 sheep, 130 goats or equivalent animal units)." Below 20 animal units you are too small; above 75 you are too large for this track (use track 1 instead). You "must be producing food and fiber for sale" — so hobby and non-commercial operations do not qualify. Excluded uses: "Not for purchasing/leasing land or livestock." Maximum request $10,000. Deadline December 31.

1. Predatory Animal Control Grant — "Eligibility: livestock producers who have suffered predation losses." A documented loss is the gate. Maximum request $150,000. Deadline August 31, and the page currently marks this track closed.

The program page reads "Now Accepting Applications." Statutory basis: the 2006 Rangeland Improvement Act (HB145) established GIP "to provide cost-share grants for projects that improve rangeland management and sustainability."

Not published anywhere on the page: the cost-share percentage or producer match you must bring, any acreage minimum, any revenue test, any land-tenure requirement (the page does not state whether the project must be on private, state or federal allotment), and any audience restriction such as beginning or veteran producer.

How to apply. The program page names a separate application for each track — "Grazing Improvement Program Grant Application," "Small Livestock Operation Grant Application" and "Predatory Animal Control Grant Application" — but the underlying application URLs are not exposed in the page's HTML, so there is no confirmed self-serve link. UDAF does not publish an instruction to apply through a coordinator; the regional coordinators are listed on the page as contacts, and calling yours is the practical way to get the form and the project requirements. Water Management

Cost-share grants for rangeland projects — water developments, fencing, vegetation treatments. Three tracks with separate ceilings, all published on the UDAF page:

The cost-share percentage and any producer match requirement are NOT published on the program page — the statute (2006 Rangeland Improvement Act, HB145) established GIP "to provide cost-share grants for projects that improve rangeland management and sustainability," but the producer's share is not stated. Ask your regional coordinator (contacts are listed by region on the page) for the current match expectation before you budget. No contract length is published either.

Applications are accepted year-round on an ongoing basis, with review and award decisions made once per year. The batch deadline is August 31st.

The LeRay McAllister Working Farm and Ranch Fund provides grants to preserve and restore working agricultural land in Utah, benefiting open space and wildlife as well. The Program uses funds appropriated by the Utah Legislature to purchase conservation easements on important pieces of private land, acquire small parcels in fee title under limited circumstances, and provide small restoration grants to improve conserved lands.



Eligible applicants include:

- Nonprofit land trusts,
- Local governments,
- Tribes, and
- Other eligible entities capable of holding and stewarding perpetual conservation easements.

Applicants must demonstrate the capacity to complete, monitor, and enforce agricultural conservation easements in accordance with state law and UDAF requirements.

To be eligible, projects must:

- Protect active agricultural lands that are at risk of conversion or degradation;
- Involve willing landowners who are committed to the long-term stewardship of their land;
- Result in a perpetual conservation easement that meets UDAF and, if applicable, NRCS ACEP-ALE program standards;
- Demonstrate strong conservation value, such as soil quality, water availability, and proximity to other protected lands; and
- Leverage additional funding or in-kind contributions.

In alignment with the program's goal of protecting Utah's most productive agricultural lands, priority will be given to irrigated properties containing prime and other high-value agricultural soils.

A lump sum of money for a specific purpose that does not need to be paid back.

Total Funding Available: $850,000 per fiscal year.

Cost-Share Requirement: Matching funds are required. Funds may only be used for the direct purchase of conservation easements. Transaction cost assistance is available through the UDAF Agricultural Resource Development Loan Program (ARDL): https://ag.utah.gov/farmers/agriculture-loan-programs/

Applications are evaluated based on soil-based qualities; agricultural productivity and viability of the property; risk of conversion to non-agricultural use; and other program priorities the Board may consider, including demonstrated public benefit, protection of watersheds, location within a strategic priority area, wildlife habitat protection, succession and land transfer planning, local supply chain tie ins, readiness of the project, and likelihood of timely completion.

Utah Department of Agriculture and Food

The Agricultural Voluntary Incentive Program (AgVIP) is a voluntary, incentive-based program offered by the Utah Soil Health Program to help producers implement nutrient management and soil health practices on their operation. The goal of the program is to help agricultural producers improve soil health, water quality, and the overall resilience of their operation.



Utah agricultural producers. Participants work closely with a UDAF conservation planner to review their operation, explore conservation practices suited to it, and develop a customized conservation plan. Producers who successfully implement their plans are eligible for both monetary incentives and regulatory incentives, offered in cooperation with the Utah Division of Water Quality.

Enrollment is a three-year contract. Every enrolled producer receives a one-time $1,000 payment upon signing their conservation plan, plus annual payments for the three years enrolled. Annual payments range from $10–$20/acre depending on plan elements achieved: a Comprehensive Nutrient Management Plan (CNMP) is required ($10/acre) and meeting three soil-health principles (at least one practice each) adds $5/acre. Bonus payments up to $5,000/year are available for adopting a new practice beyond the minimum for the life of the contract, or for expanding the acreage a practice covers. Each producer receives an in-field soil health assessment at the start and end of the contract.

Water Optimization Program Manager

The Agricultural Water Optimization Program works with producers to help them optimize water use while maintaining or improving agriculture production.

The purpose of this&#x2004;grant is to effectuate the following goals:

- Optimize water use while maintaining or improving agriculture production and profitability, and providing increased operational flexibility for agriculture water users moving forward.

- Improve water quantification by showing accurate, real-time measurement of diverted water to demonstrate actual water savings in CFS and acre foot.

- Document the availability of water after implementation of a Water Optimization Project.

- Improve and protect surface and ground water quality by reducing overwatering of crops.

- 50/50 cost share: the Water Optimization Grant Program funds will be limited to 50% of the total cost of the project. 
- 10% cost: producers are required to contribute at least 10% of the cost of the project. This can include in-kind match (if there is a question on the value of in-kind match, it will be valued on current NRCS EQIP cost list).
- Water savings will be based on the irrigation system efficiency standard for each irrigation method. If the irrigation practice is not on the list provided. The applicant will choose the closest irrigation practice and provide a description of the irrigation method in the comment box. Staff and the ranking committee will determine the irrigation system efficiency standard from the information provided.
- Metering requirements:
    - Must be a real time water meter capable of recording and storing data
    - Most common meter types are ultrasonic and electromagnetic flow meter
    - Can be cloud based and/or remote, as long as data can be collected from the meter

The Utah Food Security Grant (UFSG) was created in 2022 with a $1 million appropriation from the&#x2004;Utah State Legislature. With these funds, UDAF issued grants to Utah-based businesses to increase processing capacity of agricultural products produced in the state. UDAF received additional funding to continue this program during the 2023 – 2025 legislative sessions.

The purpose of this program is to address Utah’s severe infrastructure shortfalls to increase the local processing capacity of Utah-grown agricultural products and increase consumer access to locally produced food. 


The UFSG covers expenses including processing equipment, coolers/freezers, contractor costs (plumbing, draining, electrical work), portion cutters, slaughter equipment, sorting equipment, bottling equipment, etc.

Individual grant awards will be capped at $200,000. 50% of the funds will be set aside for meat and poultry processing. $20,000 will be held for microgrants of $5,000 or less.


**Please be aware ** that this year, a minimum 25% cost match will be required. On the application, you will report the total cost of the project you are applying for. UDAF will reimburse awarded projects up to 75% of that cost. Applicants that are able to provide a 50% match will receive 10 extra preference points.

Eligible applicants must:
- be located and headquartered in Utah
- have no more than 100 employees
- source at least 51% of ingredients or product inputs from Utah-grown/raised products
- sell at least 51% of their products to Utah consumers
- be properly registered with the Utah Department of Agriculture and Food and comply with all applicable food registration and inspection requirements. Note: products made under the Home Consumption and Homemade Food Act (HB181) are not eligible for this grant.

Meat/poultry processors wishing to apply must be either: 
- A state-inspected “equal-to” slaughter and/or processing plant, 
- A licensed custom-exempt plant,
- A Talmadge-Aiken (TA) or very small federally-inspected plant, or
- A USDA-inspected meat plant.

Eligible Expenses:
Eligible expenses may include processing, distribution, storage, cold storage, and packaging equipment. Expenses must make an immediate impact on the state’s capacity to process or store Utah-raised protein or Utah-grown products, including beef, dairy, pork, eggs, poultry, lamb, bison, fruit, vegetables, honey, etc. Reimbursement amounts are based on the applicable and reasonable project costs.
Reimbursement will be up to the amount stated in the contract and will require actual or copies of receipts, expenses, paid invoices and/or checks.

Expenses may include, but are not limited to:
- Coolers/freezers 
- Portion cutters 
- Processing equipment (smoking units, sausage stuffers, etc.) 
- Slaughter equipment (cradles, saws, hooks, scalders, sinks, etc.) 
- Electronic sorting equipment (e.g. grading and sizing for apples, cherries, or peaches)
- Bottling equipment for juices
- Contractor costs (plumbing, draining, venting, electrical work)
- *Production expenses, including, but not limited to livestock, seeds, fertilizer, fencing, tractors, etc., are not eligible under this grant. Other expenses not eligible for reimbursement include salaries, fringe, research, land purchases, and unrelated supplies and parts.

Reimbursement grant in three size classes, no match required in the 2026 cycle.

"UDAF anticipates awarding up to $9,265,098.80 using a competitive review process for microgrants, startup awards, and standard awards of up to $1,000,000 during the 2026 application cycle." Per-award ranges, from the 2026 RFA: "Microgrant Awards ($1,000–$10,000), Startup Awards ($10,000–$50,000) for businesses established within the past 12 months, and Standard Awards ($10,000–$1,000,000) for established businesses. At least $2,000,000 will be dedicated to production projects." Pool by class: $200,000 microgrants, $200,000 startup, $8,865,098.80 standard.

No cost-share or match requirement appears anywhere in the 2026 RFA (earlier cycles required 25%).

Cash-flow warning — this one bites: "This is a reimbursement-based grant. Grant recipients must first sign a contract with UDAF, purchase and pay for approved project expenses, and then submit a reimbursement request with the required documentation." You must pay in full before claiming: "Proof of financing or a loan is not considered proof of payment... partial down payments are not eligible for reimbursement until the full purchase price has been paid." Reimbursement "will be based on eligible, reasonable project costs, and will not exceed the amount awarded in the grant contract," and "UDAF reserves the right to offer award amounts less than the amount requested in the application."

Funds must be spent by September 30, 2027. 2026 cycle ran July 21 – August 31, 2026; a free SAM.gov Unique Entity Identifier is required to apply.

For FY 2023-24, UDAF is looking for projects that target high priority species and will reduce the number outlier populations. It is highly recommended that multi-year proposals include a 3-5 year management plan, an extensive monitoring component, solid participating partners, and a strong restoration component.

For FY 2023-24, projects will be funded for the current year only, with the possibility of renewing funding for a multi-year project, based on available funds. Funding for projects will begin July 1, 2023 and terminate June 30, 2024.

All applicants must submit through the online application form. Other forms of applying will not be accepted.

### **General Information**

- Online application submission: March 1 through April 15, 2025

- Awards will only be given to properties owned or managed by applicant

- Projects must be in Utah to qualify

- All categories of applicants will be considered (individuals, non-profits, government agencies, academic institutes, commercial entities, Native American tribes, wildlife preserves, land trusts, etc.)

- Habitat improvement priority areas will include watersheds and habitat corridors that provide connectivity

- Particular emphasis will be on improving habitat for **native pollinator and bee populations** throughout the state

- Irrigation for plant establishment will be a requirement for project award

- Awarded applicants will receive additional information in August with plants available early Fall for distribution

- Plants are pre-selected and supplied based on your region

Qualified applicants will be awarded up to 25% costs share through plant and seed contributions for selected projects. There will be no cash awards at this time.
