An umbrella reimbursement/cost-share program from the Puerto Rico Department of Agriculture (ADEA) that reimburses producers a portion of qualifying investments (typically about 50%, with per-category caps) across livestock, beekeeping, fertilizer, coffee, citrus, cacao, hydroponics, fishing, and specialized equipment. Documented in the FY2025-2026 Manual de Incentivos.


Eligibility

Bona fide Puerto Rico farmers who meet ADEA's general requirements: (1) legally operate a farm under a notarized form of legal tenure; (2) hold a current Merchant Registration Certificate (Registro de Comerciante); (3) comply with the PR Agricultural Insurance Law (Law 12 of 1966 / Law 99 of 2002); (4) are registered in AgroPerfil; and (5) provide evidence of a completed General Survey (Encuesta General).

Terms

Reimbursement/cost-share, generally 50% of qualifying investment, with per-category annual caps per farmer. Livestock: small ruminants/rabbits (goats, sheep, rabbits) up to $12,000/yr, plus $100/head for young goats/sheep (max 10/yr); cattle heifer replacement $300/head (max 50/yr); improved-pasture planting $200/cuerda (max 60 cuerdas = $12,000/yr); poultry up to $12,000/yr; beekeeping 50% of equipment up to $3,000/yr; swine $200/young sow and $300/young boar up to $6,000/yr, plus $100/replacement sow up to $12,000. Fertilizer vouchers: $175/cuerda (plantain, root crops, fruit, improved pasture) or $125/cuerda (vegetables) up to $3,500/yr; hydroponics $150/structure up to $1,500/yr. Fruit trees: 50%, up to $3,000/yr. Cacao: 50% of grafted seedlings up to $1,144/cuerda (max 2 cuerdas/yr). Citrus: $6/seedling, min 165/cuerda, up to 5 cuerdas ($4,950/yr). Coffee: new plantings (1,000 seedlings/cuerda up to 20 cuerdas, farmer pays $0.25/tree, plus purchase orders — fertilizer $200, pesticides $100, lime $150); replanting $0.60/seedling up to 5,000 (farmer pays $0.40); pruning $50/cuerda plus $100/cuerda fertilizer voucher. Fishing: 50% up to $12,000. Specialized equipment: 50% up to $12,000/yr. Equipment rental (machinery): 50% of hourly cost up to $8,000/yr (e.g. crawler $35/hr, excavator $42.50/hr, animal traction $15/hr; drone spraying 50% up to $100/hr).
