The Loan Loss Reserve Program encourages lenders to finance the energy efficiency improvements on both the farm and home.

- Animal agriculture farmers not required to be permitted as a confined animal feeding operation (CAFO),
- Applicant must be a legal resident and at least 18 years old,
- Applicant must be able to provide proof of citizenship or immigration status, identity and residence. If the borrower employs laborers, he/she must also provide proof of enrollment and participation in the federal work authorization program.
- An eligible lender is any state or national bank, farm credit system, bank for cooperatives, federal or state chartered savings and loan association, federal or state building and loan association, or small business investment company all of which must be subject to credit examination by an agency of the state or federal government,
- Eligibility will not be determined or otherwise affected by any consideration of race, religion, sex, creed, color, or residence, other than the individual borrower must be a legal Missouri resident at least 18 years of age, and the farm and/or farm house must be located in Missouri.


A payment that must be returned to the provider following specified terms of repayment and interest rate.

The Urban Agriculture Matching Grant Program, funded through the Missouri Department of Agriculture, awards grants of up to $20,000 for reimbursement of expenses associated with urban agriculture. Urban agriculture encompass urban agricultural projects, which may include introducing a new crop or product to an area, expanding the use&#x2004;of or adding value to agricultural products. Projects should assist the development of small agribusinesses, production infrastructure, direct distribution venues and workforce development. Projects that demonstrate an economic benefit and potential for sustainable revenue generation and job creation will be given priority.

This is a competitive grant program and funds may be used to:

- Develop small agribusinesses and implement production infrastructure, direct distribution venues and agricultural workforce development.

- Provide training and develop skills for agricultural business sustainability.

Applicants must meet the following requirements to be eligible for a grant award:
1. The applicant must be registered to do business in Missouri and in Good Standing with the Secretary of State, if applicable;
2. The applicant must complete and submit Form 943 to obtain a tax clearance certificate (valid for 90 days) from the Missouri Department of Revenue for each owner and the business;
3. The applicant must not employ illegal workers and must provide proof of enrollment in E-Verify; and
4. Prior to award reimbursement, the applicant must register as a vendor with the State of Missouri through the MissouriBUYS web portal.

- Applicant must provide at minimum a $0.25:$1 match for the project
- Matching funds can be a combination of in-kind and cash.
- Cash match must be greater than 50% of total match.

Fees:
The Missouri Value-Added Agriculture Grant Program assesses two fees: one at the time of application and a second at the time of Grant Contract signing: 
1. A nonrefundable application fee will be due with each application. The fee will be $150 for grant application requests totaling $25,000 or less and $300 for requests totaling over $25,000 as shown on Attachment C, Project Budget Total. 
2. For funded grants, a MASBDA ten (10) percent grant administration fee is due as shown on Attachment C, Project Budget. The fee is due when the Grant Contract is signed. The MASBDA grant administration fee may be included as part of the applicant’s grant request, or if paid by the applicant, it may be shown as part of the applicant’s internal cash match.


The Missouri Value-Added Agriculture Grant Program provides grants for projects that add value to Missouri&#x2004;agricultural products and aid the economy of a rural community. Grant applications will be considered for value-added agricultural business concepts that:

- Lead to and result in development, processing and marketing of new or expanded uses or technologies for agricultural products; and

- Foster agricultural economic development in Missouri’s rural communities.

Applications will be considered for expenses related to the creation, development and operation of a value-added agricultural business including:

- Feasibility studies,

- Marketing studies,

- Legal assistance,

- Marketing plans,

- Business plans,

- Prospectus development for cooperatives, and

- Operational consulting

Grant Amount and Terms
The maximum grant to any person, groups of individuals, businesses or organizations related to a value-added rural agricultural business concept is $200,000.

Restrictions
The grants cannot be used for:
- Business start-up except as detailed in program guidelines,
- Business expansion, unless qualified on the basis of program criteria,
- Paying off existing debts,
- Substituting existing efforts or research already underway,
- Covering institutional overhead costs,
- Production costs,
- Operational costs such as payroll, utilities, inventory, insurance, and advertising,
- Buying land, buildings, or equipment,
- Implementing feasibility studies, marketing studies, marketing plans, or business plans except as detailed in the program guidelines, and
- Application fee or grant writing expenses

Fees
A nonrefundable fee will be due with each application. The fee will be $150 for grant application requests of $25,000 or less and $300 for requests over $25,000. The application fee may be part of the applicant’s matching funds.
For funded grant requests, a MASBDA grant administration fee is due equal to ten (10) percent of the total grant awarded. The fee is due when the Grant Agreement is signed. The MASBDA grant administration fee may be included as part of the applicant’s grant request, or if paid by the applicant, may be shown as part of the applicant’s internal matching expenditures.
