The Agricultural Resiliency Against Tariffs Program was announced in Governor Hochul's 2026 State of the State address to help offset rising costs and market loss that New York farmers faced in 2025 because of federal tariff policy. In the Fiscal Year 2026-2027 State Budget, $30 million was appropriated to the program to provide direct payments to eligible agricultural producers. The minimum payment per eligible entity is $1,000; the maximum payment is $25,000. Funds were distributed through two tracks: Track 1 — Cow Dairy Farms; and Track 2 — Livestock, Livestock Products, Specialty Crops, and Aquaculture Farms.


Eligibility

You are eligible to participate if you or your business: was in business in 2025 and are currently in business; has active agricultural production within New York State for an eligible product(s); and meets the eligible farm income requirement. An eligible farm must have at least two-thirds of its federal gross income from all sources in excess of $30,000 derived from agricultural activities, as defined by New York State Tax Law. The farm income requirement must be certified and attested to by a qualified financial professional. Row crops eligible under the USDA Farmer Bridge Assistance Program (e.g., corn, soybeans, barley, wheat) are ineligible.

Terms

Direct payments range from $1,000 to $25,000 per legal business entity. Eligible farms with products in both tracks may apply to each track separately, but the combined payment is limited to $25,000 per legal business entity.


Application Instructions

This opportunity is now closed. Applications were accepted from June 29, 2026 until August 18, 2026 (the deadline was extended from the original August 11, 2026). Part A was submitted online as a Microsoft Form; notarized attestation forms (Parts B–D, including a third-party financial certification and a Substitute Form W-9) were emailed to the Department.
