Eligible applicants for FPIG include counties, municipalities, soil and water conservation districts, and not-for-profit conservation organizations (called “land trusts”). Joint applications are allowed. Landowners wishing to participate in an FPIG-funded project do not apply to the Department; rather, they should contact one of the eligible entities for more information. Interested farmers or landowners are urged to contact their county Agricultural and Farmland Protection Board to express their interest in participating.

Conservation Plan Requirements
Beginning in 2023, each application or proposal submitted for funding consideration through the Farmland Protection Implementation Grants (FPIG) program must contain an Agricultural Environmental Management (AEM) or Equivalent Landowner Participation Verification Form.  If that application or proposal is awarded, the participating landowner(s) will receive a Notification to All Participating Landowners in Any Agricultural Conservation Easement Project Receiving a Farmland Protection Implementation Grant (FPIG) at the same time that the Department provides award notification to the entity that submitted that application/proposal. When the awarded entity submits a complete Project File (as required by the contract awarded to that entity) to the Department for review/approval, an additional required document shall also be included: Status of Conservation Plan Certification Form.

Applicants must register in the Grants Gateway and establish users in the system. To start this process, please read the instructions found here. 
After registering in Grants Gateway, applicants may begin the application by following these steps:
1. Log into the Grants Gateway as either a “Grantee”, “Grantee System Administrator”, or “Grantee Contract Signatory.”
2. On the Grants Gateway home page, click the “View Opportunities” button.
3. Use the search fields to locate an opportunity; search by State agency (AGM) or by the name or partial name. Searching for “ NYS G&C” will locate the Grant Opportunity.
4. Click on the “Search” button to initiate the search.
5. Click on the name of the Grant Opportunity from the search results grid and then select the “APPLY FOR GRANT OPPORTUNITY” button located bottom left of the Main page of the Grant Opportunity.
6. Work through the “Forms Menu”. Everything that is required of you will be found in the “Forms Menu” of the application. The Forms Menu includes several pages of forms and documents that you must complete and save. This includes your project address, questions to be answered (Program Specific Questions), your budget, a work plan, and required attachments (Pre-submission Uploads).

Proposed projects must meet the following project eligibility criteria to be fully evaluated and scored:
- Proposed projects must be for the implementation of AEM Tier 3 plans. Tier 3 plans must be complete at the time of application.
- Proposals must be for a single farm but may include multiple Best Management Practice (BMP) Systems.
- Farms must be enrolled in the NYS G&C Program or a supplier of commodities to a NYS G&C processor at the time of application. Proposed projects must address acreage used for the enrolled crop(s).
- The Agricultural Best Management Practice Systems Catalogue should be used as guidance for BMP system selection. This catalogue is available as a download on the NYSSWCC Sharepoint®. Funds may be requested for preventative or remediation practices, or both.
- All BMPs proposed for implementation must meet the New York State Natural Resources Conservation Service (NRCS) Standards and Specifications; if no NYS NRCS Standards or Specifications exist then the practice must be designed to meet nationally recognized standards. All practices implemented must be approved by an individual with appropriate approval authority.
- BMP Systems with an annual lifespan such as Soil Conservation – Cultural – Cover Crops that have been previously funded under the Agricultural Nonpoint Source Abatement and Control Program or other State funding source are not eligible for consideration under this RFP. 

Eligible projects must be located within the geographic boundaries of New York State. Within the State, priority will be given to farms that are located in a Great Lakes Watershed or farms with direct drainage to the Ocean.

The State may fund up to 75 percent of the total eligible costs for BMP implementation. Eligible forms of match include cash or in-kind services, including other grants from non-state funding sources; SWCD personnel salaries devoted to the project, if not funded with other State grant sources; overhead expenses; consultant services; supplies; materials; farmer time and labor; and equipment use. The cash value of services must be reasonable and is subject to adjustment by the Department. The State-funded portion of the project cannot be increased as a result of budget changes or variations.

The DPO Advisory Board has issued a Request for Applications for dairy and research promotion projects, as part of its $15.5 million checkoff fund. The invitation solicits proposals for projects that market, promote and research New York-produced fluid milk and dairy products with the goal of expanding the types of dairy products available and increasing consumer demand for and consumption of New York’s many dairy products.

Funding decisions are expected to be made during the Dairy Promotion Order (DPO) Advisory Board meeting to be held September 12th-13th, 2023. 
Organizations that submit proposals are welcomed to also make an in-person presentation to the DPO Advisory Board during a public meeting. The meeting duration is limited, so time allotted for individual presentations may not exceed one and half hours.

Most community growing spaces are in underserved&#x2004;communities and often, the mission to grow one’s own plot is to feed themselves. There is little capital to help maintain these plots. Similarly, coordinators of these spaces are often not-for-profits with limited support to expand and sustain capacity, develop infrastructure and secure reliable tenancy to the land. This grant program was established as a strategy to improve food security by making resources available to ensure the viability and sustainability of these community growing spaces.

The Concord Vineyard Improvement Program is offering $1.3M to Concord Grape Growers to remove unwanted Concord Vineyards and replant grape varieties or other agricultural crops.	



Eligible Projects must be in one of these NY counties:
Allegany, Broome, Cattaraugus, Chautauqua, Chemung, Chenango, Delaware, Erie, Niagara, Steuben, Schuyler, Tompkins, or Tioga

Concord vineyards of an acre or more of land are eligible, whether active or abandoned with live and/or dead vines.

Each eligible project must not exceed $50,000

An eligible business plan must show an increase in production, enhanced farm profitability and/or increased environmental compatibility of the farm operation or IPM compatibility with neighboring vineyards.

Funding is up to $3,000 per vineyard acre which includes:
- 50% of removal cost of Concord grape vines up to $1,500 (labor, equipment, custom hire, land clearing)
- 25% of replanting cost up to $1,500 (trellis, plant material, labor) Seed costs are not eligible 

Removal projects should be completed within 12 months of approval.
Replant projects should be completed within 36 months of approval.

Funding for the farmer-driven Northern New York Agricultural Development Program (NNYADP) is supported by the New York State Legislature and is administered through the New York State Department of Agriculture and Markets. The program funds on-farm research and technical assistance projects in NY’s 6 northernmost counties: Clinton, Essex, Franklin, Jefferson, Lewis, and St. Lawrence, with benefits for farmers in the region and statewide.



Eligible Projects
On-farm research and technical assistance projects in NY’s 6 northernmost counties: Clinton, Essex, Franklin, Jefferson, Lewis, and St. Lawrence benefit farmers in the region and statewide.
Each project MUST contain research as well as education and/or technical assistance components. Joint projects among CALS researchers, CCE educators, and other private/public sector collaborators in the region are very strongly encouraged.
Projects should include one or more research sites in the six-county NNY region. Research and demonstration sites can include Miner Institute, the Willsboro Research Farm, other agriculture research farm facilities, and/or other operating farms across the NNY region. The latter are strongly encouraged wherever possible for research and/or demonstration.
The outreach component MUST be designed to reach all six NNY counties. Any events, webinars, presentations, etc. associated with outreach for the project must include acknowledgement of the support of the NNYADP. The NNYADP logo will be made available for use.

Stewardship

- Extensive budget detail is not required, but a breakdown in broad categories must be provided. See proposal template for accepted budget categories.
- For projects involving CALS/CCE, budgets should clearly reflect funds to cover expenses incurred by CCE Associations as a result of their participation in the research and/or extension component of the project. Commitments from CCE educators as well as agreement on funding to support their work must be obtained prior to submission of the proposal. Similar attention should be given to detailing the proposed expenses of all collaborators.
- Requests for funds associated with personnel will need clear and compelling justification. Only that portion of personnel time allocated strictly to the NNYADP project will be considered for support.
- Travel funds to support work in NNY are eligible. Funds for travel to areas outside NNY will not be awarded without very strong justification.
