Value Added Agriculture Production Facility Incentive Program

The Value Added Agriculture Production Facility Incentive Program provides grant funding to support value-added agriculture production facilities that introduce new or enhanced agricultural products, diversify agricultural markets, and create substantial economic impact in North Dakota. It is a specific application track under the Agriculture Diversification and Development Fund (ADD), administered by the North Dakota Department of Agriculture.

• Located in the state of North Dakota

• New construction project on an industrial-ready site with access to existing municipal infrastructure

• Capital investment of at least $350 million, with documented investment from regional agricultural producers to support ongoing operations

• A competing offer from at least one other Midwestern State

• Produce a new agricultural product or a variant of an existing product intended to expand domestic supply and diversify the agricultural market

• Demonstrate an estimated economic contribution of $20 million annually when fully operational, supported by an economic impact analysis conducted by the Bank of North Dakota

Award. Grant funding is limited to $30 million total.

Payment. Funds are distributed in two phases: 50% awarded upon issuance of the facility's certificate of occupancy, and 50% awarded upon achieving 50% of designed production capacity.

Timeline. Applications may be submitted at any time and will be reviewed until funds are fully allocated or the biennium ends. The Agriculture Commissioner reserves 60 days to respond.

Reporting. Awardees must submit periodic interim reports on timeline and budget compliance, plus a final written report upon project completion.
