Kentucky Conservation Equipment Revolving Loan Program

A 1% revolving loan fund, running since 1948, that finances specialized conservation equipment such as dozers, backhoes, no-till drills and planters, precision chemical applicators and animal-waste equipment. Conservation districts apply to the Kentucky Soil and Water Conservation Commission, alone or jointly with an individual contractor, and the equipment is leased to a local contractor who agrees to give conservation work priority. The Division holds title until the loan is repaid, after which the lien can transfer to the contractor.

• Conservation districts apply. Individuals apply jointly with their district using the Joint Equipment Loan Application, which asks for Social Security Number, equipment owned and prior Commission assistance.

• 'Contractors must give priority to conservation work.'

• Minimum one-third down payment, in cash or trade-in.

• Eligible equipment: 'dozers, backhoes, no-till drills, precision applicators for agriculture chemicals and other equipment suited for conservation work.'

1% interest per annum on the outstanding balance. Principal must be current at each six-month mark. Term is 3 to 7 years (3 to 5 years for loans under $100,000, 5 to 7 years for loans over $100,000, per the joint application). The Division holds title until paid in full. Contractors report work monthly and pay a flat rate per hour or acre.

Published amounts: 'Loans can be requested for up to two-thirds of the purchase price including sales tax. The one-third down payment can be satisfied by either trade-in or cash.' 'One percent interest per annum on the outstanding balance.' 'Loans can be repaid over a 3 to 7 year period.'

'Application for loans are submitted by the conservation district to the Kentucky Soil and Water Conservation Commission.' Use the Conservation District Equipment Loan Application or the Joint Equipment Loan Application. After approval, the Division of Conservation sets up a loan contract with the district, and the district sets up a similar lease with the contractor.
