Regional Forest and Fire Capacity Program (RFFCP) (RFFCP)

The California Department of Conservation's Regional Forest and Fire Capacity (RFFC) Program provides block grants to regional and statewide block grantees, who coordinate at statewide, regional, and local levels to distribute funds and implement work — building capacity for forest health and wildfire resilience with broad, inclusive outreach across California.

Funds support regional coordinators who provide technical assistance to fire safe councils and communities interested in starting fire safe councils.

• Regional and statewide organizations that serve as block grantees, not individual landowners or producers.

• Work must take place in California within one of the program's four Wildfire and Forest Resilience Task Force regions.

• Regional Block Grantees may be state conservancies, local governments, tribal governments, resource conservation districts, joint powers authorities, or nongovernmental organizations.

• Regional Block Grantee applicants must have a history of implementing related projects.

• Regional Block Grantee applicants must demonstrate capacity to work across regional partners.

• Regional Block Grantee applicants must be able to serve as fiscal administrators for the program.

• Coordinating (statewide or inter-regional) Block Grantees may be local governments, tribal governments, resource conservation districts, joint powers authorities, or nongovernmental organizations with a history of providing technical assistance.

• Coordinating Block Grantee applicants must demonstrate capacity to coordinate regional partners across the state.

Block grants build regional capacity for forest health and wildfire resilience; regional grantees sub-distribute funds and provide technical assistance.
