Arkansas Section 319 Nonpoint Source Grant Program

Arkansas's Section 319 program passes EPA nonpoint-source money to local partners, such as conservation districts, local governments, nonprofits and universities, for best management practices, technical assistance, demonstrations and monitoring in priority watersheds. Farmers don't apply directly: your conservation district often uses a 319 sub-grant to cost-share practices such as cover crops, fencing and alternative livestock water on your farm. A 40% non-federal match is required; FY27 pre-proposals were accepted July 1 to August 31, 2026, and the request for proposals opens each July.

• State or local government agencies, nonprofit organizations, and academic institutions (federal agencies not eligible)

• Projects aligned with the 2024–2029 NPS Management Plan; priority to the 2024–2029 priority watersheds with EPA-accepted 9-element plans

• 40% non-federal match

Federal sub-grant; 40% non-federal match.

Published amounts: A 40% non-federal match (cash or in-kind) is required. Award levels depend on the annual EPA allocation (often not known until March).

Submit a pre-proposal workplan during the summer RFP window (FY27: July 1–Aug 31, 2026); selected applicants develop full workplans (due January) for EPA review; sub-grant agreements are signed in September and projects begin in October.
